I like much more the concept of a pseudo-branch (local merchant with check-scanning capabilities) than "by mail" or "check cashing" businesses. Also, access via ATM would be very convenient. I do not know if any ATM can be used, if "yes" who would suport the fees?
Each community is responsible for handling the costs of its operations. Higher costs means less profit for the community to distribute to schools and other nonprofits. Some communities will want the convenience of ATMs for deposits and they will pay for that. We can expect that community divisions with few depositors will rough it at first, probably depositing only by mail and direct deposit unless there is a participating local credit union office.
Note though that the local "check cashing" business could be a part-time sideline for some local retailer. Using the same equipment as for check-cashing, they could process CGB deposits knowing immediately whether the check has cleared. So they might charge a small fee or none at all, just to get potential customers in the door (the same motivation as for having an ATM machine or giving "cash back" with no purchase required).

Yes.

Online in any case — optionally with help from a live person at a local partner credit union or other nonprofit organization.
