businesses who will accept the card for cash.  When do
the businesses get reimbursed?  Daily, weekly, monthly?

The funds get transferred to the merchant's account automatically the same day.

I met with a potential business partner and was asked how the rebates will be deducted from the business when a CGB card is used by a customer?  How will the customer get 1/2 of that rebate off of their purchase?  For low priced/high volumed sales like coffee shops, this was a concern when they have peaks and valleys of customers during the rush of the day.  Would it be like the VISA processing fees that get calculated monthly and the business sends 1/2 of the rebates to the CGB's community fund account and the other 1/2 somehow gets distributed to the customers accounts?  Or would the business have to give cash back at the time of purchase.

The merchant charges the customer the usual amount. The rebate appears on the merchant's monthly bank statement as a debit. Half that amount appears on the customer's monthly bank statement as a credit. Similarly, half goes to the Community Fund automatically.
